If you already have an audience then yes, you can filter that audience to identify a core group of believer for the community you’re launching.
But if you don’t already have an audience, I wouldn’t start with content. It will take a really long time. Maybe you can write a few pieces of content that will help you convince the believers to join you. But I think you need to go direct to the believers.
